Katarzyna Gruszecka-Spychała comes from her beloved city of Gdynia. She studied law at the University of Gdańsk, the city in which she also obtained her license of a legal adviser. In Gdynia, she is primarily responsible for economic policy. She directly supervises departments dealing with economic development and support of entrepreneurs, city property, municipal buildings, promotion, tourism, social communication. She also works with social issues, mainly housing, as well as for municipal companies - the Road and Greenery Authority, the Poviat Labor Office, the Pomeranian Science and Technology Park, the Experyment Science Center and the Municipal Buildings and Housing Authority. She implements the rights and obligations of the owner in all of the municipal companies. She coordinates the implementation of the city's development strategy. She also acts as a Representative of President of the City of Gdynia in the field of Development of Transport Infrastructure. From 2011, she was the chairman of the management board of Gdynia Development Agency (ARG), a 100% city-owned unit. At ARG, she was mainly involved in supporting the city's economic development, implementation of the so-called brand touristic products of the city and cooperation between local governments. She is a co-author of the Agreement on the implementation of Integrated Territorial Investments, providing the basis for financing metropolitan projects with EU funds.
